In April of 1996, a British reporter, Nick Gordon, revealed that the Tutsi dominated regime in Rwanda, which took power by force in 1994, operates petroleum-fueled crematoriums at several locations. Their victims are Hutu, men, women and children of all ages. In the same year, UDC amplified the existence of this gross crime to no avail.

A highly placed official in Kigali reached by phone last month who requested for anonymity, confirmed the existence of those Nazi-like crematoriums where over 2000 Hutus are incinerated daily and their ashes scattered in fields! When asked whether U.S. officials in Kigali know of this? She answered, "absolutely YES." Surprisingly, U.S. military stationed near and working with the Tutsi "gestapo" know of these crematoriums but none has yet expressed any concern! U.S. officials in the White House, Pentagon, State Dept. and the CIA who pamper the Tutsi regime in Kigali have maintained total silence and often engage in cover ups to criminal activities and transgressions of civilized conduct by the Kigali regime.

According to sources in Rwanda, the crematorium at Nyungwe forest is run by a garrison who are under training by U.S. military officials. The sources implicate Americans as having built the crematorium at Byumba which is disguised as a "Water Supply and Rehabilitation of Refugees Project". The one at Gabiro is also attributed to America construction.

UDC has learnt that the population in areas surrounding those crematoriums have been complaining about the stench of burning flesh. In response, RPF gestapo imported machines which grind the bodies and dump the remains in acid solution.

On Nov. 6, 1995, US Defense Secretary, W. Perry wrote to Kagame praising their joint military activities as having provided U.S. soldiers "invaluable experience in working with armies of our friends". "I am confident that Rwandan officers and soldiers will enjoy the fruits of formal training alongside American soldiers at U.S. military schools next year" (meaning 1996), Perry said.

Mr. Perry, Congressman Harry Johnston (D-Fla) and Secretary M. Albright strongly advocated dismantling of refugee camps in Zaire because they posed a threat to the political survival of their "friend's regime" in Kigali. It is highly unlikely that US officials did not know that Kagame was slaughtering returned refugees. The Kibeho incidence whereby refugees returned by force from Burundi were massacred instantly almost exposed this heinous scheme but it was squashed thoroughly with the help of UN officials as well. In spite of the fact U.S. officials knew what was being done to the Hutu refugees (men, women and children) who where returned by force from Burundi and Zaire, Mr. Perry used illusive language to his friend Kagame, a confessed mass murderer, "I call upon you to take urgent steps to reduce the prison population by taking tough actions necessary to begin trials and release the young, the elderly, and the infirm on humanitarian grounds."

Mr. Perry recommended luring them back with food drops leading to the Rwanda boarder. Congressman H. Johnston during a visit to Rwanda in Sept. 96 prior to the invasion of Zaire in Oct. advocated "not feeding them and using the military to force them back into Rwanda".

On March 30, 1996 the Pentagon dispatched Mr. Tim Connolly, Principal Deputy Assistant Secretary of Defense for Special Operations and Low Intensity Conflict. [When the Pentagon offers "humanitarian assistance" they send a specialist in "special operations and low-intensity conflict" instead of nurses, teachers or social workers.] By Oct. The Rwanda army was in position to invade Zaire and slaughtered thousands of refugees!

On Aug. 7, 1995, Secretary Perry wrote to Kagame assuring him of U.S. military training of the Rwandese army in "intelligence, counterinsurgency, leadership development, logistics, management and administration" U.S. soldiers conducted joint military exercises in Rwanda, resumed the IMET program and provided training for Rwandese soldiers at several U.S. bases including Newport. In the same letter Mr. Perry proudly admitted as having worked hard within the U.S. government to lift arms embargo which had been applied onto Rwanda. As more US weapons were handed over and better training of their soldiers conducted, Rwanda and Uganda invaded Zaire in Oct. of 1996.

Congressman Ben A. Gilman, Chairman of the Foreign Relations Committee asked the Pentagon to explain whether U.S. military was providing to the Rwanda army training in such areas as "counterinsurgency". Assistant Secretary of Defense, Mr. Walter B. Slocombe, denied categorically that they have not done so. Instead he claimed that they are providing only "humanitarian assistance". Weapons and military equipment they ship to Rwanda are apparently named "HUMANITARIAN ASSISTANCE or EQUIPMENT". This is a language which the Soviets used frequently during the Vietnam and Afghanistan crisis. Social workers, nurses and doctors could be obsolete when defining "humanitarian assistance" if the Pentagon had its way

US MILITARY IN CONGO

There are eyewitness reports claiming that American soldiers took part in the fighting alongside invading Tutsi troops from Uganda and Rwanda. A European source confirmed that US soldiers took part in the fighting. Angolan troops are quoted to have picked up two dead Americans (one was a Lt. Col.) and delivered them to U.S. officials. An American soldier currently stationed in Rwanda told his girl friend in Texas that, they are under strict orders not to reveal their location. However, he confirmed that some of his colleagues were killed in action inside Zaire but their families were told that the soldiers died in accidents during military exercises at American bases in Italy.

Congressman Chris H. Smith (R-NJ) wrote to President Clinton, on Aug. 28, 1997, demanding explanation of the relationship between the U.S. military and Rwandese Army which has committed mass murders of Hutu refugees in eastern Zaire. He demanded answers on the following issues: U.S. response to reports of massacres by Rwandese Tutsi-dominated army of Hutu refugees in eastern Zaire; U.S. military training of Rwandan forces; Rwandan military activities in Zaire; "Psy-Ops" activities directed at refugees; and The U.S. diplomatic relationship with Rwanda.

UN attempt to investigate reports of mass murders of Hutu refugees in eastern Congo have been resisted by self-proclaimed President Kabila. U.N. Secretary General, Kofi Anan, begged the world to be lenient to Kabila's rejection of a U.N. inspection team in Congo. U.S. officials likewise concurred, giving Kabila a second round of victory in his barbaric practices of mass murder. Yet when Saddam Hussein took a similar position against a U.N. inspection team in Iraq, President Clinton is calling for military action against Iraq for defying a UN order.

An American NGO worker views Kabila's refusal as being instigated by the U.S. because they do not want U.N. people to uncover the presence of American troops in Congo. Fighting is still going on in many areas, especially the eastern part, where US troops are reportedly taking part, providing sophisticated logistics (roads, bridges), intelligence, communication and other vital services to Tutsi troops.

It is a shameful part of history that western countries knew of Hitler's program to exterminate Jews as early as 1932, but turned a blind eye. The existence of crematoriums in Nazi Germany was one strong evidence against the Nazis at the Nuremberg trial. Secretary of State, Madeline Albright, whose personal history as a Jew is marred with Nazi brutality, is a strong supporter of the Tutsi regime since her days at the UN.

In spite of their shortcoming, the allied nations protected and defended refugee camps. Had they permitted military raids of those camps by any group, many of the Jews who survived the Nazis, including Madeleine Albright, would not be alive today. For such a people, and indeed the world community, to turn a blind eye on present day Nazism in Rwanda and Congo evokes an old cry: "where is the just God when the innocents are suffering?"

Some "African-Americans" in the Clinton Administration are active participants in an American clique that supports this modern day Nazi-like crime in Africa. Africans are increasingly concerned about the usage of "Africa" by some Black Americans either to win social recognition, government jobs or contracts. Americans of African ancestry should honor and promote the integrity of Africa and her people. Participation in or acquiescing with schemes aimed at exploiting Africa or exterminating Africans, whether at Tuskagee or Rwanda or Congo must be condemned and opposed by all people - particularly Americans of African ancestry. The silence, not to mention participation, so far displayed by some black Americans in the Clinton Administration when African children, women and men are being massacred with US military support is not only despicable but also unfit of a people who purport to be proud of their African ancestry.

Congressmen Gilman and Smith deserve all the support from their Congressional colleagues and the American people in their efforts to uphold the honor of America.

Is this an era of aberrance and decadence similar to that which preceded the fall of Rome? A European scholar observed with sadness the existence of an evil clique within the U.S. bureaucracy which is insensitive to public opinion, void of ethical and moral values, excreting mass murder, cover ups and deceit while hiding in the clout of the respectable "American Government"

MULTI-PARTY SUPPORTERS MAY BE BUTCHERED

When NRM came to power and the rebellion against its rule broke out in Teso and the North, is a classic example of Ugandans' short memory. When the camps were introduced amidst controversy in Teso, it was seen as a new thing. As already suggested, it was another case of continuity from the past, suggesting that rulers might have changed, but some policies hadn't.

When NRM faced opposition, it too came up with its battery of death marks. Among them: primitive or backward forces, kipingamizi, moribund elements and the one which is very much in vogue today -"multi-partyist".

Like in the past, these labels have been used to isolate people, so referred, outside the mainstream and the protections of the law. Thus they don't deserve to be treated like full citizens with rights. They are second class citizens. A conflict in their area is not resolved by civil means, i.e. dialogue, but by war. And until the government wins that war, the affected people will not enjoy the right to live in their homes and work their fields. They will live in "protected villages".

We have seen shocking outrages committed by Ugandan army (UPDF) under this ideological cover. Recall the Mukura Railway incident some eight years ago when hundreds of rebel suspects were herded into train wagons and fire was set under some of them. Over 50 people were cooked to death! In the north, there were bizarre incidents such as the Bur Coro incident in which people were forced to dig a hole, then the hole was covered with mats and layered over with soil. Pepper was burnt over it with people inside and smoke piped into the hole. Ssemogerere, in a claim which the government denies, has alleged that 300,000 people have been killed in northern Uganda.

Keeping with our proclivity to massacre, Joseph Kony's rebels have slaughtered thousands most notably 250 at Atiak, 110 at Acol-Pii and nearly 450 in Kitgum.

We are in a situation where Ugandans who believe in multi-party do not enjoy the rights which others who support Museveni's "movement" have. "Movementists" elect their leaders freely and organize their political activities legally, a lot of which is paid for by tax-payers funds. Multi-party supporters cannot. They are considered criminals, unworthy citizens with accusations similar to those of murderers or rapists.

This is dangerous because for genocide to occur, you need several conditions on the ground, two of which are particularly relevant to Uganda:

(1) You need to put the potential victims in a position where they cannot use the reason for which they are being demonized to rally to their defense, or seek protection within the law.

(2) The side that criminalizes one section of the population needs to have monopoly of arms and power to cause things to happen, namely, Hitler, Amin, Obote, and now Museveni.

As already noted, today to be called a multi-party supporter is tantamount to being a criminal. When one is accused of being a multi-partyist, there is no legal forum to defend oneself. Museveni's constitution outlaws any other type of open politics apart from his NRM (Movement). Thus, to be labeled a multi-partyist is a sentence over the crime of not being a "Movementist".

A whole structure of Local Councils (LCs) and Local Defense Units (LDU) have been mobilized against Multi-party supporters. The official line at the government politicization courses (mchaka mchaka) is to vilify multi-party supporters. The armed forces are politicized against multi-party supporters. Those who have power and bear arms in Uganda are indoctrinated to believe that multi-party supporters are the enemies.

NRM hardliners have written the script for our next genocide. Why, we must ask, are we condemning this country to such a grim fate again

 

THE TUTSI EMPIRE

As time goes by, more and more evidence comes to light that there is a definite conspiracy by Tutsis to dominate East and Central Africa through brutal force assisted by a foreign cabal whose interest is to exploit the natural wealth of Africa using a minority group as their local puppets. Tutsis are currently in positions of control in Uganda, Rwanda, Burundi and Zaire. The pursuit of democracy and human rights are outdated issues. Greed has taken over. Natives of Rwanda can rule in Congo and those of Congo or Burundi occupy positions in Uganda and vice versa.

INSIDE UGANDA. Uganda is totally a colony of Tutsis. Government positions, parastatal corporations and all related operations are controlled by Tutsis regardless of their country of origin. They are usurping land from the citizens through a number of clandestine schemes. After deliberately impoverishing the nationals, Tutsis have been scooping millions of shillings from local Ugandan banks in form of soft loans. The only collateral needed is proof of one's ethnicity. Those loans have financed their wars in neighboring countries, purchases of most of the land especially in Buganda region and establishing private businesses in a manner synonymous to apartheid practices. Case in point, Majambere, a Tutsi from Kigali moved to Uganda recently and zapped millions of shillings in signature loans. He bought almost all the land in Entebbe, turning most of the citizens of that area into his squatters. In the early 1980s, Majambere donated a lot of money to Museveni during his bush war and assisted him in plotting against President Habyarimana during the RPF invasion of Rwanda.

Besides common ethnicity of the self-acclaimed rulers of East & Central Africa, a number of them have identical criminal backgrounds of being mass murderers, compulsive liars, armed robbers, corruption and trickery. The English say, "birds of the same feather.." but Rwandese are more appropriate with "Ekinyandaro cyibyiye ikindi".

Museveni committed armed robbery of the Uganda Commercial Bank branch in Kabale in 1984. A list of Ugandans murdered at his orders can fill many pages. His close friends started their criminal activities in the 1960s under the guise of Obote's murder squad "General Service Unit".They continued with Amin's regime running a parallel criminal agenda which included a number of high profile murders and blamed them on the infamous dictator. Among them was the murder of Archbishop Janan Luwum, Rev. Fr. Clement Mukasa and many others. Nakasero slaughter house during Amin's reign (still in the same use today) was manned exclusively by Tutsis who were secretly controlled by their exiled King Kigeri who lived in Uganda at the time. Among Museveni's victims are Bernard Buzabo, Edward Mugalu, Hussein Musa Njuki, Andrew L. Kayiira and many former Uganda Freedom movement (UFM) military commanders.

Many Tutsis in Uganda disguise as Banyankole, or Bakiga but the truth tells otherwise. For example, NRM Minister, Kaijuka, real names are: HENRY GREGORIE KAHIJUKA. He was born at Bukavu, Zaire. His father's name is Mateyo Kahijuka and his mother's name is Mathilda Kahijuka. Mateyo worked for the Belgian colonial government in Rwanda as a local clerk before moving to Bukavu where he settled at address: 1-55 Zone de Kadutu.

Mr. David Gakuzi is another influential Tutsi in Uganda's information services, born in Bukavu. From Bukavu he moved to Burundi and later went to school in Belgium.

Ezra Suruma at the Bank of Uganda is a Tutsi born in Central Rwanda and moved to Kabale with his parents as refugees. His true name is SURUMANA but changed it when he enrolled at Buddo for fear of Baganda who could have found that pronunciation vulgar from the Luganda language point of view. Surumana was discharged from the Bank for embezzling over 5 billion shillings but never got punished for theft.

Jabeli Bidandi Ssali. A young pagan Murundi named BIDANDALI came as a laborer (omupakasi) to the firm of a Muganda farmer in Butambala called Mr. Ssali. Bidandali converted to his employer's Islam religion, thus acquiring the name of Jabeli. He shortened his Burundian name to Bidandi and adopted the name of Ssali.

Another Tutsi who is running a scheme of purloining land from Ugandans to Tutsis is John Nasasira, Museveni's minister of agriculture.

George William Rubagumya at the Uganda Investment Authority is a Tutsi from Rwanda. While in USA he was President of the Association of Banyarwanda in Diaspora (USA).

Pierre Kabatsi, Solicitor General and Mbonye at the Ministry of Defense are powerful colonial rulers from Rwanda.

Emmanuel Ndungutse claimed to be a Mukiga while actually is Tutsi from Kigali. After working at the World Bank in Washington DC as a Research Assistant, he joined Uganda Investment Authority and later moved some of his ill-acquired lucrative financial operations to Kigali. He operates in both capitals.

Paul Kagame was born at Inyundo in Gitarama, southern Rwanda. He came to Uganda in 1963 and lived at Kahunge refugee camp in Ankole which was under the UN. As Museveni's chief of a secret murder squad and later Director of Military Intelligence headquartered at Basiima house, Kagame tortured and murdered many Ugandans who had the potential of challenging Tutsi dominance including Andrew L. Kayiira. He is now the ruler of Rwanda. Kagame is also a thief. He stole millions from Nyanza Textiles LTD. He swiped over 24 million shillings from the Uganda Commercial Bank.

Dr. Joseph Karemera, now Minister of Health in Rwanda, was medical boss at Luzira Prison and Mbuya Army medical center. He is implicated in injecting political prisoners with slow killing poison and HIV contaminated substances. Among his victims are Paul Muwanga, Musisi and others.

INSIDE ZAIRE/CONGO. Self-declared President of Zaire/Congo, Kabila, is nothing but a puppet of the Tutsi occupiers. Power is in the hands of a clique of Tutsis from Rwanda and Uganda who rule Congo/Zaire.

Long before the invaders overrun the entire country, General Salim Salley, Museveni's half-brother, was granted exclusive mining rights in eastern Zaire. At the same time an unknown "American Minerals Fields" (AMF) of Hope, Arkansas, President Clinton's home state, signed a $1 billion agreement with rebel Kabila to own a large chunk of land in eastern Zaire which is rich in minerals. Caught in the same racketeering is Rev. Pat Robertson of the Virginia based Christian Coalition. He is reported to have been swindling timber, gold, diamonds and other riches from the impoverished people of Zaire in the name of "god". Furthermore, Tutsis rulers in Kinshasa are paying themselves in dollars while Congolese are paid in local currency. When asked why they use a two currency system, the answer was, "Tutsis are expatriates who came to save the country".

UDC Newsletter has learnt that Kabila lived in Dar es Salaam as an exile operating a Kiosk. After the conspirators (Uganda, Rwanda and the U.S.) had deployed troops into Zaire, they searched for a possible puppet whom they could put forward and hide the true faces of their scheme. A Zairean exile living in Canada was interviewed for the job but was dropped when he disagreed with some of their propositions. Kabila was thence recommended to the cabal by Julius Nyerere, according to informed sources. Many people are questioning how much more contribution did Nyerere make? Thereafter Kabila was introduced to the invading troops as their political leader while Tutsis controlled the military. Hence the cabal launched a media campaign to make the war look like a Kabila led internal revolt against a dictator who was sustained by the CIA for 32 years.

A drug dealer, armed robber, a murderer and ex-con is Kabila's National Security Advisor. Mr. Mbui Kazadi Dieu-donne (known as "DIDI") has been jailed in many countries on charges of drug trafficking, armed robbery and murder. He was born and raised in Burundi. His highest level of education is Primary six (6). While in Burundi he was imprisoned at Mbimba Central Prison in 1970 for armed robbery and murder of an Asian businessman. In 1972 he escaped to Uganda where he robbed a businessman and was jailed in Mbarara till 1976. Six months after his release, Mbui moved to Kenya (1976-82) where he was in and out of prisons for armed robbery and swindling money from people. In 1977 he traveled to Sweden dealing in heroine. He was caught and jailed for two and half years.

From the Swedish prison, he settled in Dar es Salaam, Tanzania, and continued exporting heroine. While in Dar es Salaam, Mbui met the daughter of Rashid Kawawa (former vice-president and long time Cabinet Minister). They lived together in common-law marriage. He has traveled overseas on many different passports using different names to hide his criminal self. He has exported drugs to Germany, Italy, USA and other countries. While in the USA, his partner Valence was arrested in New Jerseys and jailed for 5 yrs. but Mbui escaped the authorities. Mbui or Didi frequents high class hotels and bars where he picks up connections for his drug dealings, swindling unsuspecting rich people and murdering those he robs. That is Kabila's National Security Advisor

UGANDA SENT TROOPS TO CONGO/ZAIRE

The people of Congo/Zaire are rejecting foreign occupation by Tutsis who are acting as puppets of an external group of exploiters. Armed resistance against Kabila's regime is being waged in many parts of Congo. Museveni recently deployed an additional 3000 troops to Congo. In spite of all that, the forces of occupation have not subdued the Congolese peoples' resolve for self determination and national sovereignty.

In a related report, Ugandan newsmen who reported a story that Kabila repaid Museveni in gold for the assistance rendered in invading Zaire embarrassed Museveni and ordered their arrest

A TRIBUTE TO PRINCESS DIANA

Millions of people were grieved by the tragic death of Princess Diana in Paris. The late Princess was an ardent opponent of landmines whose havoc to innocent citizens of this world needs no further explanation.

Uganda manufactures landmines at Nakasongola and has used them extensively in northern Uganda, southern Sudan, Rwanda and Zaire/Congo. Princess Diana opposed the use of these weapons for they kill and maim innocent people, especially children and women, long after the wars are over and the soldiers are gone.

UDC Newsletter calls upon Ugandans and all peace loving people of the world to demand that the landmine factory at Nakasongola be closed down as a tribute to Princess Diana. The fact that a landmine factory was the first industry to be built by Museveni's regime right after he took power spells "foul" on the "pearl of Africa".

The people of Uganda owe it to themselves to make sure this factory closes. Its products are used to kill and maim Ugandans and their neighbors in Rwanda, Sudan and Congo. Countries which oppose landmines should also exert pressure on Uganda's regime through any means possible until this factory is shut down. That way, Princess Diana's labor to eradicate landmines may not die with her in tragedy

FRIEND OR TREACHEROUS PERSON?

During the bush war which ushered NRM into power, Museveni relied upon numerous people for personal protection as well as the success of his war. Among those who gave him the greatest assistance was President Habyarimina and the government of Rwanda. Most of the weapons NRA received from Libya and other countries came through Rwanda. Thanks to the friendship he had with that country's Chief of Intelligence, Mr. Augustine Nduwayezu.

The two met and became friends when Nduwayezu, a Hutu, was Ambassador of Rwanda to Uganda and later became Chief of Intelligence in Kigali. Nduwayezu played a key role in convincing Habyarimana that Rwanda should assist Museveni in his struggle to gain control of Uganda on grounds of their common national origin. He secretly introduced Museveni to President Habyarimana and always organized his clandestine transit rendezvous through Rwanda.

Soon after Museveni took power in 1986, he visited Rwanda to thank President Habyarimana for the support rendered during the bush war. At a public meeting in the town of Butare, Museveni declared that he will never allow any group of people to attack Rwanda from the Ugandan soil. On Oct. 1, 1990, Rwanda Patriotic Front (RPF) whom Museveni referred to as "his boys" invaded Rwanda from Uganda's soil using Uganda's weapons, funds, logistics, bases etc.

Mr. Nduwayezu escaped to Zaire soon after RPF took over Rwanda in July of 1994, leaving his family trapped in Kigali. He remembered the good old days when he used to protect Museveni from Obote's wrath. Nduwayezu managed to contact his old friend and appealed to him to return a favor and protect his family which was trapped in RPF controlled zone. On Museveni's behest, RPF Commanders picked up Nduwayezu's family and sent them into exile. A military convoy took them to Goma, Zaire, to join the rest of the Hutus to live in misery as refugees. That is how Museveni treats his friends

UNITED STATES & SUDAN

The news that President Clinton acting as the "world's policeman" has imposed further American economic sanctions upon the Sudan has been met with dismay. Peace conferences are in progress and Khartoum has already appealed to the USA to send a team to look at the present situation for themselves. Instead, USA is arming Uganda, Egypt, Ethiopia and Eritrea to invade Sudan, which in itself is an act of aggression and terrorism. Furthermore, those neighboring countries themselves fall far short of democracy. This new move is only going to be seen as anti-Islamic and will tighten Arab knots against future good relationships. That President Clinton has taken these new measures ahead of Congressional legislation is inexplicable. The word "punish" is used and certainly such sanctions will punish twenty nine million Sudanese. Sanctions, according to Congress, are a weapon used against the people in order to make them rise against their government and overthrow it by force, no matter that there will be a heavy death toll. It is an uncivilized tool but often used by the USA despite its unpopularity with the average American. Children die without the proper diet and medical care when sanctions deprive them of such basic needs. Children go uneducated and as they grow up, so does their hatred of Uncle Sam. Apart from the fact that it never works despite the great hardship it causes, it makes us all ask, why not sanctions against China or Saudi Arabia or many other countries which deny human rights and reject multi-party democracy? Why Sudan?

Secretary of State, Madeleine Albright, accuses Sudan of international terrorism and aggression, yet United States is doing precisely the same by propping up military juntas in Congo, Rwanda, Ethiopia and elsewhere. At the same time USA is soliciting and arming neighboring countries to invade Sudan. That is not promoting democracy and peace. Secretary Albright stated that "Sudan has earned international condemnation by persisting in her objectionable policies". It would be interesting to see a list of the countries included in this "international condemnation". Egypt and Ethiopia are named: Egypt has many terrorists and Ethiopia is accused by Eritrea of harboring their terrorists and vice versa. To "punish" twenty nine million especially on the word of a president of a world power, does raise a question mark.

The trouble is that there is no way of influencing American opinion but American people can make sound judgement when given adequate information. Africa is not a subject that the general public are well informed about, and what news they get comes from NGOs which now include a considerable number who are suspected of pocketing as "expenses" most of the proceeds from their appeals for money, others work partially as "fronts" for their government covert agencies. There is no doubt that we are moving towards a head-on collision between Islam and Christianity. The use of religion is cited by Prince George Kamurasi Amooti, a veritable expert on Uganda affairs, who writes: "In President Museveni's book, he admits to have dressed like a Muslim so that wherever he could commit a crime against innocent civilians, it could be blamed on Muslims as a way of convincing the western world." Certainly a great deal of this is being fomented by enemies of Islam with Sudan as the target. The Norwegian People's Aid makes an annual grant to the Sudanese SPLA to keep them at war during the dry season. Lutheran World Federation is notoriously anti Islamic Sudan and certainly a suspect in the supply of weaponry to SPLA. There are many more working to the same end including lobbyists trying to influence the US Congress and hamper a peaceful settlement in the Sudan.

Then we have the matter of the Jonglei canal, which is a 180 kilometers long meant to bring water from the Sudd to the parched Malakal and prevent any more disastrous famines. This has also been the cause of a great many of the present conflicts. It was started in 1978, using the then largest excavating machine in the world. The project soon came under fire from environment groups and especially from John Garang, leader of the Uganda/American supported SPLA.. He protested that the canal was going to interfere with the traditional way of life of his Dinka tribe. It was the Dinkas who made the initial attacks upon the canal workers and sabotaged the enormous earth moving equipment and brought this great project to an end, until it was re-opened by the present government. It will need greater sacrifice in the country to make progress towards preventing another famine. Garang was once a Communist Party member of the Sudanese government and later fled the country to receive military training at Ft. Benning, GA. USA

Many of us African Watchers think that the power of the US government should have been directed at bringing about peace and reconciliation to Sudan (as they are doing in Israel and Northern Ireland) instead of mobilizing self-imposed military juntas in neighboring countries to invade Sudan. That is what any good policeman would do. After all, in the matter of terrorism American officials are aware that Sheik Omar Abdul Raham, an Egyptian Islamic religious leader who had been closely associated with the Cairo Islamic fundamentalist unrest in Egypt, was deported by Egypt to the Sudan and then given a visa by the US Embassy in Khartoum to enter the USA, despite being named on a State Dept. Blacklist and warnings about him from embassy officials in Egypt. It transpired that the official responsible for this goofiness was a CIA agent (see London Times, Dec. 4, 1993). What Americans know now is that Sheik Raham was convicted last year together with nine co-defendants for conspiring to blow up the World Trade center in New York city. It was not Bashir of Sudan who gave him the multiple-entry visa into the USA. But if one cares to read all the documents on this issue, it looks like blame is being deflected towards the Sudan.

The direction in which the State Department seems to be moving is worrying. Like many other Europeans, I have fought in several wars because of politicians. I do not want another one but it certainly is beginning to look like someone is going to have to fight again

CONFISCATION OF CHURCHES

The Rwanda government has decided to confiscate Catholic church buildings, to convert them into memorials for the victims of the 1994 killings. The regime's plan has drawn sharp protest from Rwanda's Catholic bishops.

Under a plan approved in June of last year, the government planned to turn ten Catholic churches into memorials. After a protest from Church officials, a compromise was suggested: the buildings would continue to serve as active churches, but signs would be erected to commemorate the killings, and the remains of those slain in the massacres would be buried in church crypts.

On Sept. 2nd, the government conveyed those plans to the Church, announcing that the first parish church affected - in the town of Nyamata, in the Kigali diocese - would become a national monument as of Sept. 14th.

After a meeting with Rwandan Prime Minister, Pierre C. Rwigema, Archbishop Thadee Ntihinyurwa of Kigali - who is also the president of the country's episcopal conference - announced that he still could not accept the government's plans. He said that the government's unilateral plans for the disposition of church property constituted a violation of religious freedom. He also pointed to the Code (1242) of Canon Law, which stipulates that only bishops should be interred inside church buildings.

A new commission, composed of Catholic leaders and government officials, is scheduled to begin meetings in search of a more acceptable compromise. But according to the press agency Fides, the government has already made it clear that its plans are not negotiable.

The concerns of the Rwandan bishops involve not only the niceties of canon law, but also the emotional effect which memorials might carry. Church leaders worry that the memorials may emphasize only one set of victims in the tribal warfare, thereby fermenting resentments among the members of the other tribal groups. The current government, which is dominated by Tutsis, has spoken out against the genocidal slaughter by Hutus, without mentioning the similar killings by their own allies in the RPF

"Shelter me against the council of malefactors, who sharpen their tongues like swords, shooting from ambush at the innocent. They resolve on their wicked plan, They conspire to set snares; saying, "who will see us?" They devise wicked schemes and conceal the schemes they have devised."

CORPORATE GREED IS KILLING AFRICA

In an interview with a charity group "Aid to the Church in Need",Bishop Gabriel Mante of Jasikan, Ghana, claimed that, civil wars and armed conflicts in Africa are partly caused by international companies, especially oil companies, which pursue their own economic interests regardless of the consequences for civilians. He further pointed out that those companies supply arms and money to fuel conflict, citing Congo and Zaire as examples.

Archbishop Anthony Obinna of Owerri, Nigeria expressed similar sentiments: "These multinational companies are more interested in their economic profit than in the welfare of the people". The strength of regimes that are contra-populist comes from the oil companies or the multinational corps.

The Bishops also expressed their regret that relations between Africa and western countries are based primarily on the economic level. According to Archbishop Obinna, helping Africa means to give financial support but above all to help rectify the structures of injustice that have been created
